As Bihar votes today in the first phase of the three-phase election amid a pandemic, The Wire’s political affairs editor Ajoy Ashirwad talks to citizens of the state’s second-largest city, Muzaffarpur, about the sanitation conditions in the city.The ‘smart city’ mission was announced by Prime Minister Narendra Modi in 2015, and two years later, Bihar’s Muzaffarpur was qualified to be part of the project. However, there seems to be a negligible amount of work being done here. Apart from that, the people in the city have raised multiple issues such as waterlogging, flooding, dengue, garbage scattered in most parts of the city, etc.
