Sixteen years after the Indian Army first sought the US-origin Javelin anti-tank guided missile (ATGM) in 2010, with technology transfer to manufacture it locally, it has finally secured only the right to assemble it.On August 28, the US Embassy in New Delhi announced that the Army had signed a Letter of Offer and Acceptance (LOA) under Washington’s Foreign Military Sales (FMS) programme to acquire the Javelin. US Ambassador Sergio Gor provided no details of the purchase, saying only that the agreement had opened the door to “co-production possibilities”.However, local media reports, quoting unnamed defence officials, revealed that the Rs 292-crore purchase, of up to 100 Javelins, was an off-the-shelf acquisition, executed by the Army under the emergency procurement powers granted to the armed forces after Operation Sindoor in May 2025, without Ministry of Defence (MoD) clearance. Such purchases are subject to the government’s Rs 300-crore ceiling, applicable to operationally urgent materiel procurements.Thereafter, on Monday (August 31), the focus shifted from buying the ATGMs to assembling them in India, with Tata Advanced Systems Limited (TASL) and the Javelin Joint Venture (JJV), comprising Raytheon and Lockheed Martin, announcing a memorandum of understanding to “co-produce” Javelin All Up Rounds (AURs), domestically.Illustration: Pariplab Chakraborty.The TASL-Lockheed-Raytheon joint statement said the two sides would “explore the establishment” of a facility for the missile’s final assembly and integration. Still, much of its component production would remain in the US. Lockheed Martin’s Troy plant in Alabama will continue producing the Javelin’s “sub-assembly kits”, while Raytheon’s Tucson facility in Arizona will manufacture its “guidance electronics units”. Both systems would eventually be shipped to TASL for incorporation into the ATGM.TASL’s own description reinforces that arrangement, with its chief executive, Sukaran Singh, declaring that the initiative would bring “critical assembly expertise and knowledge transfer” into India’s defence-industrial ecosystem. Local assembly of the Javelin, he stressed, would ensure ‘timely access to proven, combat-ready capability’ for India’s armed forces.The Javelin is an advanced man-portable, medium-range, fire-and-forget ATGM. Its imaging-infrared seeker enables it to lock onto a target before launch, while its tandem warhead is designed to defeat explosive reactive armour. It can strike armoured vehicles from above, in top-attack mode, hitting them at their most vulnerable point, or use direct fire against fortifications and other targets. It has an effective operational engagement envelope between roughly 65mts and 2,500mts and a demonstrated performance out to 4,000mts, according to the US Army.A kind of ‘sop’ to the US and its defence industryBut for a weapon with such sophisticated guidance and targeting technology as the Javelin, assembling its components is plainly different from possessing the capability to create them. “This (local building) may be a significant industrial step, but it is not the same as acquiring the technology to design and develop the ATGM,” said a senior industry official.Local integration can build manufacturing competence, he said, declining to be named, but in no way does it confer the technological sovereignty needed to design, modify or develop the weapon system further. And that, he added, is precisely the kind of deeper technological partnership that successive US-India defence initiatives have promised, but repeatedly failed to deliver.Other defence analysts viewed the Javelin deal more bluntly – as a kind of “sop” to the US and its defence industry.They maintained that by assembling the Javelin locally, US military vendors secured a deeper foothold in one of the world’s largest military markets and a greater share of India’s defence spending. Conversely, Delhi too gets to showcase “co-production” as evidence of deepening bilateral defence ties with Washington and the political dividend that comes with it. After years of seeking deeper military cooperation with the US, some analysts ask whether, in the Javelin deal, India has accepted a “commercial concession” to Washington in place of the deeper industrial partnership it originally sought.The contrast becomes even sharper when today’s outcome is compared with what Tata and the JJV themselves had contemplated a decade ago.In 2016, then Tata Power’s Strategic Engineering Division had signed a Letter of Intent (LoI) with the JJV to “explore the Javelin’s co-development and production”, along with a framework for “future technological cooperation”. At the time, the proposal had envisaged manufacturing the missile in India via a technology transfer and integrating it with Indian platforms, including ground combat vehicles, dismounted infantry systems and rotorcraft.More significantly, Business Standard had then reported that the proposed arrangement envisaged 70% of the Javelin by value being built in India. This included the know-how to manufacture its smokeless propellant and, most significantly, assemble the ATGM’s seeker – described by the newspaper as the “Holy Grail of missile technology”.The proposal ultimately stalled, as technical discussions stalled over the extent of technology transfer Washington was prepared to allow, with Lockheed Martin and Raytheon unwilling to provide Tata details of key capabilities the Army sought for local manufacture, particularly those associated with the missile’s guidance system. This was further compounded by the Indian Army’s failure to place a substantial order on which the Javelin production arrangement depended.With the Javelin route stalled, the Indian Army opted for Israel’s Spike ATGM around 2017-18, but the switch left the fundamental problem unchanged: India was still buying a critical foreign-designed weapon, rather than acquiring the capability to develop one itself. Moreover, its indigenous Man-Portable Anti-Tank Guided Missile (MPATGM) programme too was making little headway, leaving the Army reliant on foreign systems for a proficiency it had been trying to localise for years.Such continuing dependence, however, raises the more fundamental question of what India has actually gained from assembling the Javelin beyond basic manufacturing and engineering competence.“The distinction between simply putting the Javelin together and acquiring the capability to develop it is more than semantic,” said a senior Army veteran previously involved in negotiations over the ATGM’s technology transfer to India. The new Javelin factory may soon be in India, he added ruefully, requesting anonymity, but its technological core will reside in the US.That wry assessment encapsulates the very divide successive US-India defence initiatives were meant to close, over years, but have miserably failed to accomplish.The Defence Technology and Trade Initiative (DTTI), launched in 2012 to move the miliary relationship between Delhi and Washington beyond a buyer-seller model towards weapons co-development and co-production, survived for around a decade, but delivered little meaningful technology cooperation, before being eclipsed by newer enterprises.The follow-on Initiative on Critical and Emerging Technology (iCET), launched in 2022-23, raised expectations of deeper cooperation in advanced defence and related technologies. Yet, whenever such cooperation reached the proprietary know-how at the heart of assorted weapon systems and their critical components, the old buyer-supplier boundary kicked firmly into place, leaving India with little more than rhetorical promises.A similar pattern is visible for other defence procurementsA similar pattern is currently visible in the programmes involving the General Electric GE F414-INS6 fighter engine that has been shortlisted to power the upgraded Tejas Mk2 fighter, the under-development fifth-generation Advanced Medium Combat Aircraft (AMCA) and the Indian Navy’s Twin Engine Deck-Based Fighter (TEDBF). Hindustan Aeronautics Limited (HAL) is seeking to manufacture the F-414 through a complex technology transfer, but negotiations have remained stuck over the extent of the sensitive know-how and intellectual property GE is prepared to impart. As with the Javelin, India is being offered a route to manufacture the engine without gaining full access to the technology that underpins it, claim industry officials.Furthermore, the Stryker infantry combat vehicle (ICV) project has also been waiting in the wings for several years. The eight-wheeled ICV, manufactured by General Dynamics Land Systems, is the US Army’s principal medium-weight platform and comes in several variants for infantry transport, reconnaissance, fire support and anti-tank roles.India and the US have long discussed a phased arrangement involving an initial limited off-the-shelf Stryker purchase, followed by their joint production in India and eventually co-development of future variants. Reports have indicated a requirement for several hundred vehicles by the Indian Army, with the bulk to be manufactured domestically, but little has transpired beyond embryonic discussions.Taken together, the Javelin, F-414 and Stryker ICV all illustrate a recurring pattern in India-US defence-industrial relations, in which American defence companies are increasingly willing to manufacture, assemble and integrate sophisticated military systems in India, attracted by the country’s large market, expanding industrial base and lower-cost manufacturing. But what remains enduringly elusive for India is the technological core: the design expertise, critical intellectual property and specialised capabilities needed to fully understand, modify, improve and ultimately develop such systems independently.Several Indian military planners said making a foreign weapon system in India does not make India atmanirbhar or self-reliant: it simply shifts the dependence from imported weapons to dependence on foreign technology, critical components, upgrades and future development. They argue that these weapon systems may be built indigenously, but much of what determines their capability and future, remains outside Indian control.That, in essence, is the uncomfortable reality behind decades of India’s pursuit of atmanirbharta, or self-reliance, localisation, co-development and strategic technology partnerships, especially with the US.
