New Delhi: Months after a Railway Protection Force (RPF) constable, Chetansinh Chaudhary, gunned down one of his senior colleagues and three passengers, in an alleged hate crime, the RPF has dismissed two more constables for “failing to discharge their duties”. Chaudhary was caught on camera hurling abuses at passengers from Muslim communities and gunning them down.Chaudhary was immediately arrested and, following uproar on social media and by several rights activists and opposition leaders, he was booked under appropriate sections for murder and promoting enmity between two communities. Now, two of his colleagues – Amay Acharya and Narendra Parmar – have been dismissed for not doing enough to protect three passengers (Abdul Kadar Mohamed Hussain Bhanpurawala, Syed Saifuddin and Asgar Abbas Sheikh) and RPF Assistant Sub-Inspector Tikaram Meena. All four were gunned down inside the Jaipur-Mumbai Central Superfast Express on July 31 last year.The dismissal order, as reported in The Indian Express, mentions specific reasons for their dismissal. The dismissal orders read: “It was the responsibility of the accused constables on duty to provide security and protection to the passengers… They, however, failed to do the same. The act of the accused constables would erode trust among passengers towards RPF and… send a wrong message among other members of the force towards indiscipline. To ensure that there is no repetition of the same, retaining the constables in the force despite their failure to discharge their duty would be fatal for RPF.”The order says Acharya is dismissed because he hid in the washroom of S-4 coach instead of intervening. He saw Chaudhary removing the rifle’s safety catch, but left him alone with ASI Tikaram Meena, who was later killed, the Express reports.Parmar, on the other hand, was physically present at the time when Chaudhary took a passenger hostage at gunpoint in front of him, led him to another coach, and eventually killed him. Parmar too had hidden behind other passengers instead of intervening, the dismissal order states.While Acharya is the complainant in the case, Parmar is one of the key witnesses in the crime.Chaudhary, who was arrested right after the incident, was moved to Akola prison after the RPF cited “threat to his life” as a reason for transfer. His lawyer, however, has moved an application seeking his transfer to a prison in Mumbai or neighbouring Thane district.
