New Delhi: Nearly 6.3% of voters in Manipur and over 11% of voters in Sikkim have been excluded from the final list after the special intensive revision (SIR) of electoral rolls. The rolls in both states were published on Sunday (September 6).This accounts for a total of more than 1.86 lakh voters, both states combined, including the names of 1,32,456 voters in Manipur and 54,209 in Sikkim. Manipur had 20,93,076 eligible voters before the SIR, whereas Sikkim had 4,71,018 voters. Manipur’s deletionsThere are more female voters (10,06,962) than male voters (9,53,350) in Manipur’s electorate. The state also has 308 third-gender electors.The draft electoral roll, published on July 5, had 19,34,399 electors. Per a report by The Hindu, A total of 96,985 claims and objections filed during the claims and objections period were processed for the final roll.Earlier, the Kuki-Zo communities had earlier expressed fears that the tribes may face deletions during the SIR exercise with a huge population displaced since the ethnic conflict erupted on May 3, 2023, though the Election Commission as well as the government sought to dispel such apprehensions.It was not immediately clear how many of the deletions in final rolls belonged to voters from Kuki-Zo communities.“A total of 56,871 electors have been included, and a total of 30,650 electors have been deleted from the draft electoral roll,” the office of the Chief Electoral Officer (CEO) stated.The CEO said that of the 1,58,677 electors whose names were deleted from the draft roll, 72,473 were identified as shifted, 43,000 as deceased, 34,740 as absent, 7,394 as duplicate entries, and 1,070 under ‘other’ categories.‘Logical discrepancies’ in Sikkim rollMeanwhile, in Sikkim, the draft electoral roll released in July had 4,33,294 electors, of whom 3,61,159 or 83.35% were mapped with their own or parents’ electoral details from the previous qualifying roll or the last SIR.The remaining 72,135 electors (16.65%) could not be mapped, an official statement said. Among the mapped electors, the Election Commission identified 52,384 as having “logical discrepancies”.“A total of 1,24,519 electors, comprising those in the unmapped and logical discrepancy categories, were issued notices to appear for hearings and establish their eligibility. Following hearings and verification, 16,485 electors were found ineligible,” Sikkim CEO’s office in Gangtok reportedly stated.Another 324 electors were deleted through Form 7, on grounds including death or shifting from the address. The total number of electors deleted during the claims and objections process stood at 16,809.Subsequently, a total of 1,982 electors were added back to the final roll, bringing the total number of electors in the final roll to 4,18,467.This includes 2,12,534 male voters, 2,05,931 female, and two belonging to the third gender.For our full coverage on the SIR and the issues it has brought to citizens, click here.
