New Delhi: The Cockroach Janta Party, a youth-led group which has been holding meetings across India, initially received a denial which was soon followed by permission, albeit with a few conditions, by the Jaipur Police ahead of their forthcoming protest in Rajasthan, scheduled on June 15, 2026. In a letter dated June 13, 2026, sent on behalf of the Deputy Commissioner of Police, South, Rajrshi Raj and addressed to Shashi Meena, coordinator of the Cockroach Janta Party (CJP), it was stated: “This is to inform you with respect to the permission sought for a protest on the issue of NEET paper leak on June 15, 2026 at the Shaheed Smarak in Jaipur, during an investigation in this regard it was found out that from the point of view of maintaining law and order, it won’t be possible to grant permission.”Speaking to The Wire, Shashi Kant Meena from the CJP, who had applied for a permission on June 9, said, “We were held up for four days thanks to various formalities. Intimation regarding denial of permission came late on Saturday evening [June 13, 2026] so that we can’t do much about it on a Sunday.” Since the venue for protest, Shaheed Smarak, comes under the purview of Jaipur Police Commissionerate, as per Shashi Kant, they had met Commissioner Sachin Mittal and DCP South Rajrshi Raj along with concerned officials from the Traffic Police department. “We were told that permission would be given in writing within a few hours but then out of nowhere this denial came,” Shashi Kant further told this reporter. A formal denial from the Jaipur Police was sent to CJP on June 13, at around 7 pm.This decision was, however, reversed in less than 24-hours.‘Permission is granted’ In another letter, dated June 14, sent on behalf of DCP South Raj which was addressed to Dhiresh Kumar Jain, another CJP coordinator, it was stated, “Regarding request for a protest related to the NEET exam paper leak, permission is granted on June 15, 2026 between 3 pm to 7 pm at Shaheed Smarak with certain conditions.” The letter, a copy of which has been seen by The Wire, lists a total of 22 conditions which the CJP needs to comply with, should they decide to go ahead with the planned protest. The letter says that:This permission is not valid for a rally,Number of participants who take part in the protest should not exceed 800,Volume of sound needs to kept under control as per the Noise Pollution (Regulation & Control) Rules 2000,During the programme no objectionable remarks or comment on any specific community should be made,As per condition no. 15 mentioned in the letter, “the entire programme should be dignified and should bear in mind the bharatiya sanskriti or Indian culture.”Speaking to reporters in Jaipur, CJP spokesperson Ashutosh Ranka said, “After a lot of running around for the last few days, and following the confusion [over permission], we are pleased to inform you that the Rajasthan Police and Jaipur Police have given us permission for a peaceful protest.”“We are hopeful that since democracy is alive in this country, our appeal to the prime minister is that when the youth are speaking in one voice then he [referring to Union Education Minister Dharmendra Pradhan] should either tender resignation or be asked to go,” Ranka further added. ‘Effort to stop information from reaching people’Sikar-based Dalit activist Geegraj Jodli, who had first posted on social media about permission being denied to the CJP, while talking to The Wire said, “There has been a concerted effort that information does not reach people in order to ensure there isn’t any resistance against the government. People [in Jaipur] were not allowed to make videos of the recent bulldozer drive with some even asked to get down from rooftops.”Jodli, who, too would be joining the CJP protest in Jaipur, when asked about the ideological alignment with a paper leak protest said, “Kota and Sikar have been the hub of coaching classes and 17-18 paper leaks in the last few years has impacted around 1 crore candidates who sat for different competitive exams. Most of these students come from very humble backgrounds so every youngster wants that corrupt practices like paper leak should end.”“I myself belong to the Scheduled Caste category and the economic condition of this community is quite weak. Suicide of someone like Pradeep Meghwal is a serious issue. I may not be a part of CJP politically but I’m with them based on issues,” activist Jodli further told this reporter.
