New Delhi: Aam Aadmi Party leader Arvind Kejriwal has asked whether it is true that AAP’s Punjab chief minister Bhagwant Mann was stopped for three hours at customs in the Delhi airport and fined Rs 50,000 under the watch of Chief Commissioner, Delhi Customs Manish Kumar, who is the brother of chief election commissioner Gyanesh Kumar. Gyanesh Kumar is currently facing serious questions around misconduct during the special intensive revision of voter rolls and large-scale protests from opposition parties including the AAP, youth groups, civil society and more.Is this true?— Arvind Kejriwal (@ArvindKejriwal) October 21, 2026This matter, of the Delhi custom’s chief relations to the CEC, was first raised on X by @ramakantgaur, an advocate who works on customs and other financial matters.Manish, an Indian Revenue Service Officer, is one of many civil servants in Gyanesh Kumar’s family. He finds himself drawn into public discussion by political parties raising serious questions about ‘how much’ CEC has ‘done’ for the ruling party, to command “protection” from the state.Mann was returning from Paris on October 19, where he had gone to attend a food trade fair and promote products from Punjab. He was detained by customs officials at Delhi’s Indira Gandhi International Airport for three hours after landing, and fined Rs 50,000. According to the Indian Express, “the baggage contained “everyday items”, including shoes, belts, clothes, daily-use watches, and jewellery”.AAP has called this a deliberate attempt to “humiliate” Mann and “undermine Punjab’s dignity” by the Bharatiya Janata Party. “Has it ever happened that a chief minister of a state was kept waiting at an airport for three hours and then issued a challan of merely Rs 50,000?” AAP general secretary Baltej Pannu asked in the video statement. While the chief election commissioner has been missing from the public eye ever since it has come to light that the two other elections commissioners – Sukhbir Singh Sandhu and Vivek Joshi – have objected at least 14 times to decisions he was making in their collective name, this is not the first time one of his relatives has been caught up in a political storm of their own.Gyanesh Kumar’s daughter Medha Roopam was among the first to be questioned for her actions as the Gautam Buddha Nagar district magistrate. It was her orders that resulted in the National Security Act being invoked on activists over workers’ protests in Noida for basic working conditions. One of her orders in the case was quashed by the Allahabad high court, which also imposed a fine on Roopam and came down heavily on her decision. The Supreme Court has stayed the fine, the quashing of the NSA orders remains in place. The fact that the Solicitor General, the country’s top law officer came to argue for her, with the apex court calling for muting the virtual court as the arguments proceeded drew both attention and ire.Manish Kumar is a 1992 batch IRS officer who has been posted as Chief Commissioner of Customs and Indirect Taxes since June 2025.The Wire has reached out to the Delhi Customs Zone seeking details of the fine imposed on Mann. This article will be updated when a response is received. The Delhi Customs website has not been working since October 21.
