New Delhi: The Union government’s recent ordinance granting itself more control over administrative services in New Delhi is “dictatorial” and the Aam Aadmi Party (AAP) will oppose it, said Delhi chief minister Arvind Kejriwal on Sunday, June 11. He was addressing thousands of supporters who had gathered at the Ramlila Ground in the national capital at an event called by the AAP to protest against the ordinance. The mega rally at the Ramlila Ground on Sunday was organised by AAP to garner support against the, which the party has said will affect peoples’ lives.The ordinance, brought in on May 19 this year, introduces new provisions in the Government of National Capital Territory of Delhi (GNCTD) Act, 1991. It offers more powers to the Lieutenant Governor, appointed by the Union government, the final word with regards to transfers and postings of officials in the administrative services across various departments of the elected government in Delhi.The Supreme Court on May 11 had already said in a judgment that it found no justification in a 2015 notification of the Centre putting “services” (in Entry 41 of List II (State List) of the Seventh Schedule of the Constitution of India) outside the purview of the elected government in New Delhi. As per Kejriwal, Modi’s “black ordinance” shows that the prime minister does not believe in democracy, and that “dictatorship will run inside Delhi”.Now, people are not supreme, it is the Lieutenant Governor that is supreme, Kejriwal said. This was the first time that a prime minister has refused to follow the orders of the Supreme Court, The Hindu quoted Kejriwal as saying. The Modi government has rejected the decision of the Supreme Court and taken away the rights of the people of Delhi, a Times of India article quoted Kejriwal from his speech.“This is dictatorship,” Kejriwal also said, according to reports. “Modiji’s ordinance has overruled the Supreme Court’s order. This is also an insult to the people of Delhi.”Kejriwal asked people to compare his work with that of Modi. Modi has remained in power for 21 years (12 years as Gujarat CM and nine years as prime minister) while he has been the CM of Delhi for eight years. Yet he has done many reforms, Kejriwal claimed.Soon in other states tooDelhi is the first to be “attacked” this way in the form of a dictatorial ordinance, and similar ordinances will also be brought for other states, PTI quoted Kejriwal as saying. It will also be imposed in other states such as Rajasthan, Punjab, Maharashtra and Madhya Pradesh, Kejriwal claimed. Hence the ordinance has to be stopped now, he said, as per the Times of India. Kejriwal has already been trying to garner support against the ordinance from leaders across the country. Embarking on a countrywide tour, the chief minister has already met several political leaders including the Chief Ministers of West Bengal, Telangana, Tamil Nadu and Bihar. Lawyer Kapil Sibal, a former Union minister who also attended the event at the Ramlila Ground, called on opposition parties to unite to fight the BJP in the upcoming 2024 Lok Sabha elections.
