New Delhi: Amid speculation around the Union government looking to reintroduce the delimitation Bill in the upcoming monsoon session, Leader of Opposition (LoP) in the Rajya Sabha and Congress president Mallikarjun Kharge on Thursday (July 16) has written a letter to Prime Minister Narendra Modi demanding that an all-party meeting be convened. Meanwhile amid speculation of political realignments that could fracture the opposition’s numbers, the Congress said that it will not support any delimitation Bill, and the government will not get a two-thirds majority while accusing the Bharatiya Janata Party (BJP) of manufacturing it by breaking parties.“All of March and April, 2026, I had been writing to Hon’ble Minister of Parliamentary Affairs requesting that the Union Government convene an All Party Meeting to discuss its proposals regarding Delimitation etc,” said Kharge in his letter.“Unfortunately, these requests had not been accepted. The Constitution (131st Amendment) Bill, 2026, then failed to secure the required 2/3rd majority in Lok Sabha on 17 April, 2026 by a clear margin,” he added. Kharge’s letter comes amid speculation that the government is looking to shore up its numbers in the Lok Sabha after the constitution (131st Amendment) Bill failed to clear a two-thirds majority of the Lok Sabha in April, in a first for the Modi government.Kharge said that media reports have said that the government now proposes to reintroduce a revised 131 Amendment Bill, and sought Modi to convene an all-party meeting and give time to the opposition to study the provisions in detail before they are introduced in parliament.Also read: Supriya Sule Says Media Reports on NCP(SP) Voting with Govt on Delimitation ‘Inaccurate and Speculative’“I would once again request you to convene an all-party meeting to discuss the government’s revised proposals on delimitation, etc and give us adequate time to study them in detail before they are introduced in parliament,” he wrote.After its failure to pass its Lok Sabha expansion-linked women’s reservation plan in April due to a united opposition voting against it, the BJP has been looking to shore up its numbers to reintroduce the legislation. Since then the Trinamool Congress (TMC) – the third largest opposition party in the Lok Sabha – has split, with 20 out of its 28 MPs merging with the little known regional party Nationalist Citizens Party of India (NCPI).The Shiv Sena (UBT) has also split with six of its nine Lok Sabha MPs joining the Eknath Shinde-led Shiv Sena. Speculation is also rife over whether the Nationalist Congress Party(SP) (NCP(SP)) will support the government, even as its working president and Lok Sabha MP Supriya Sule on Wednesday said that no such discussion has taken place, and once the Bill is brought it will be discussed with the INDIA bloc members.On Thursday, the Congress parliamentary party (CPP) also held a meeting in New Delhi chaired by Sonia Gandhi and attended by LoP in the Lok Sabha Rahul Gandhi, Kharge and senior party MPs.Following the meeting, Rajya Sabha MP and the party’s general secretary communication in-charge Jairam Ramesh said at a press conference that while no formal communication has been received about the delimitation Bill, a long discussion was held in the meeting.Also read: BJP is Reviving Delimitation Plan But 50% Uniform Increase, EAC-PM’s ‘Targeted’ Splitting Leave Unanswered Questions“We held a long discussion on the fact that the government wants to bring back the delimitation Bill even though it was defeated in April. Congress party will oppose the Delimitation Bill and will try to make all efforts to unite all opposition parties,” he said.Ramesh said that if the government wants to implement 33% women’s reservation then the Congress will support it but instead the government was attempting to manufacture a two-thirds majority through its cleverness though it will not get it.“Introduce a provision for women’s reservation, and we will extend our full support. However, the delimitation Bill that was tabled while labeled as a women’s reservation act was actually a dangerous delimitation Bill introduced under the guise of women’s reservation. It is true that after April 17, the home minister has succeeded in breaking some opposition parties,” he said. “This a blot on democracy they are trying to manufacture a two-thirds majority with their cleverness. Obtaining a two-thirds majority through such cunning tactics and by breaking up other parties is an affront to the Constitution; it would be a tainted majority. Although, there is no possibility of them securing a two-thirds majority in the Lok Sabha,” Ramesh added. At the meeting, the Congress has also decided to raise the Ram Temple donation theft, ethanol-blended fuels, and question paper leaks in the upcoming parliament session.
