New Delhi: The Lok Sabha on Tuesday (August 11) continued to pass bills within minutes as the opposition raised slogans demanding Union home minister Amit Shah’s presence in the House and a discussion on the donation theft in the Ram Mandir in Ayodhya. Two bills that pertained to Shah’s ministries – the Kerala (Alteration of Name) Bill, 2026 that seeks to change the state’s name to Keralam was passed within three minutes and the National Co-operative Development Corporation (Amendment) Bill, 2026, was passed within ten minutes, without any debate even as Shah himself remained absent.While the House was adjourned within minutes after proceedings started in the morning, when it reconvened at 2 pm it took up the two bills and passed them in quick succession. Telugu Desam Party (TDP) MP Krishna Prasad Tenneti who was presiding over the House, allowed papers to be tabled before calling Minister of State (MoS) home Nityanand Rai, to move the Kerala (Alteration of Name) Bill, 2026, as Shah remained absent in the House. Rai moved the Bill at 2.09 pm and it was passed by a voice vote by 2.12pm. Rai made brief remarks after the voice voting started in which he took a swipe at the opposition and said that Congress MPs were objecting to the name change.Also read: Are We Underestimating the Value of Decency in Political Leadership?“Some Congress MPs from Kerala did not support the change of name, they should clarify their objections to the change in name,” he said.While the Bill was subsequently passed, Union parliamentary affairs minister Kiren Rijiju too took a swipe at Congress MP K.C. Venugopal. “This Bill has been passed but I am sad that Venugopal could not speak,” he said.The House then took up the National Co-operative Development Corporation (Amendment) Bill, 2026 which was moved by MoS cooperation Murlidhar Mohol. The Bill was moved for passage at 2.14 pm and was passed by 2.24 pm through a voice vote.After Mohol moved the Bill for passage, Tenneti said to the opposition that if they don’t return to their seats he will be forced to take up the amendments for voting. Amid sloganeering from the opposition, Mohol made brief remarks, which were interrupted by Tenneti who asked him to finish his statement before putting the Bill for voting.“So many important bills are being discussed, go back to your seats,” he said to the opposition before moving on to voting.Also read: Parliament Logjam: Ahead of Session End, Govt Says Ready to Discuss Students’ IssuesThe Bill seeks to amend the National Co-operative Development Corporation Act, 1962 that established the National Co-operative Development Corporation. It seeks to broaden the mandate of the corporation from planning and promoting programmes through co-operative societies to plan and promote programmes for co-operative development.“It is proposed to enable the corporation to provide loans and grants directly to co-operative societies or any entity engaged in co-operative development to the extent such funds are used for co-operative societies, subject to furnishing security as may be required by the corporation,” the Bill states in its statement of reasons and objects. “The National Co-operative Development Corporation (Amendment) Bill, 2026, provides for the corporation to participate in the share capital of any co-operatives or any entity engaged in co-operative development, with the approval of the central government. The co-operative societies shall continue to remain the primary beneficiaries, while the proposed Bill widens the institutional channels through which assistance may reach and strengthen the co-operative sector,” it adds.
