New Delhi: The INDIA bloc including the Congress has decided to boycott the Joint Parliamentary Committee (JPC) that is to examine the three Bills on the removal of the prime minister, chief minister and ministers arrested under serious criminal charges for 30 days, The Wire has learnt.The Wire has learnt that the decision has been communicated to Union minister for Parliamentary Affairs, Kiren Rijiju.Earlier, the Trinamool Congress (TMC), Aam Aadmi Party (AAP), Samajwadi Party (SP) and the Shiv Sena (UBT) had said that they would be staying away from the JPC.On August 20, Union home minister Amit Shah introduced the Constitution (130th Amendment) Bill, 2025; The Government of Union Territories (Amendment) Bill, 2025; and The Jammu and Kashmir Reorganisation (Amendment) Bill 2025 in the Lok Sabha. The three Bills, which were opposed at the introduction stage by the opposition, were sent to JPC, which Shah proposed would submit its report by the first day of the next parliament session.The constitutional amendment Bill, if passed, will give additional powers to the Union government to remove a chief minister or anyone in their cabinet if they are detained in jail for 30 days, even if not convicted. Soon after the introduction of the Bills, opposition members in the Lok Sabha opposed the legislation and said that the Bills make way for a “police state”, violate due process, open doors for political misuse and target opposition-ruled states. In identical statements of reasons and objects the Bills state: “A Minister, who is facing allegations of serious criminal offences, arrested and detained in custody, may thwart or hinder the canons of constitutional morality and principles of good governance and eventually diminish the constitutional trust reposed by people in him.”The TMC had on August 23 said in a statement that in the party’s view the JPC is a “farce.” “We opposed The Constitution (130th Amendment) Bill, 2025 at the stage of introduction and in our view the JPC is a farce. Therefore, we are not nominating anyone from AITC,” the statement said.AAP too had decided to boycott the JPC, calling it an unconstitutional Bill. “The Modi government is bringing an unconstitutional Bill. The purpose of this Bill is to imprison opposition leaders and topple opposition party governments. The aim of this bill is to end democracy in the country,” AAP MP Sanjay Singh had said in a statement on August 24.“The JPC being formed by the government for this bill will not include the Aam Aadmi Party. The purpose of this bill is not to eliminate corruption because the BJP loves corruption and corrupt individuals.”Shiv Sena (UBT) MP Sanjay Raut too had announced quoting party chief Uddhav Thackeray that the bills are to “bulldoze democracy and people’s elected governments.”“The JPC formed to review this bill is a mere stunt. Shiv Sena chief Uddhav Thackeray clarifies that Shiv Sena will not participate in such a JPC,” Raut wrote on X.While the JPC, Shah had proposed, would give its report on the first day of the next parliament session due in December, the panel is yet to be formed.Last month, Lok Sabha Speaker Om Birla had said that the JPC would be formed once political parties give the names of their MPs, and that he had not yet received any communication in writing from any party.“On the issue of JPC, no political party has communicated to me in writing on this subject,” Birla told reporters. “The JPC will be constituted once I receive the names of MPs from political parties,” Birla said.
