New Delhi: As Rajasthan heads to the polls on November 25, both the Congress and the Bharatiya Janata Party (BJP) have released their poll documents highlighting social justice, women’s safety and empowerment, assistance to farmers, action on paper leaks, reduced prices of LPG cylinders among others.While releasing the manifesto, BJP president J.P. Nadda said that the poll manifesto is a roadmap for development.“For other parties, the manifesto is just a formality, but for the BJP, it is a roadmap of development. Under the leadership of respected Prime Minister Shri Narendra Modi, BJP is committed to fulfil these announcements. The history of BJP is witness to this,” he said.“The Congress Party has become synonymous with five things in five years. First – corruption. Second – insult to sisters, daughters and mothers. Third – contempt of farmers. Fourth – atrocities against the poor. Fifth – playing with the future of youth.”The Congress, on the other hand, has said that it has already fulfilled over 90% of the promises made in its 2018 manifesto.“We have fulfilled 96% of our manifesto because our motto as Kharge ji, Rahul ji also say is that don’t make promises and if you do, then make sure that they are fulfilled,” said incumbent chief minister Ashok Gehlot while releasing the manifesto on Tuesday, November 21.While the BJP has made corruption in the Congress government, lack of women’s safety, and paper leaks major poll issues in the state, the Congress, on the other hand, is looking to buck the trend of revolving door elections in the state and make a comeback riding on its flagship schemes for social justice.Here’s a look at how the poll documents of the two parties compares on key issues:Promises to farmersAmong the immediate priorities after coming to power, the Congress has promised to bring a law to implement the minimum support price (MSP) following the Swaminathan Commission’s recommendations, interest-free loans up to Rs 2 lakh to all farmers from cooperative banks, withdraw pending cases against farmers in connection with their participation in protests.In comparison, the BJP has promised to provide additional assistance of Rs 12,000 to farmers under the PM Kisan Samman Nidhi, free education to farmers’ children, an additional bonus of Rs 2,700 per quintal over the MSP on wheat, along with providing MSP on jowar and bajra.Nadda while releasing the manifesto accused the Congress government of snatching lands from 19,400 farmers, and promised to compensate them.Gehlot, on the other hand, has said that a commission headed by a high court judge will be constituted to look into cases where farmers’ lands have been seized.Eastern Rajasthan Canal ProjectThe Eastern Rajasthan Canal Project (ERCP) has become a point of contention between the Congress and the BJP seeks to address water scarcity in Eastern Rajasthan by diverting water from the Chambal basin. The Congress has accused the BJP of not giving national status to the project while the BJP has accused the state government of stalling the project.The Congress has promised to introduce a Detailed Plan for the Staggered Implementation of the Eastern Rajasthan Canal Project (ERCP).The BJP too has promised to implement the project in a time-bound manner.Corruption The BJP, which has made the alleged corruption by the Gehlot government one of its main poll planks, has promised to constitute a special investigation team (SIT) to look into exam paper leaks.It has also promised to form another SIT to look into fertiliser, mid-day meal, mining, PM Awas Yojana, Jal Jeevan Mission and other alleged scams and bring the perpetrators to book.It has also promised to bring out a White Paper listing all instances of corruption by the Gehlot government.On paper leaks, the Congress has promised to implement “measures and stringent punishments to curb incidents of paper leaks for competitive exams.”Gehlot said that while the BJP has tried to make an issue out of exam paper leaks, nowhere in the country is there a more stringent law than Rajasthan on paper leaks which includes life imprisonment.Women’s issuesIn a bid to counter the BJP’s charge on the lack of women’s safety in the state, the Congress has promised to install CCTV cameras in public places, security guards in every village and urban wards, and reduce the average time taken to investigate sexual harassment cases.Representational image. Photo: The WireIn addition, it has also set a target to increase the representation of women in the police force to 33% and reservations for gender minorities in police recruitment.The BJP has also promised to install CCTV cameras for women’s safety along with 33% reservation for women in the police force along with the formation of three women battalions in the Rajasthan Armed Constabulary (RAC).It has also promised that a women’s police station will be opened in every district, a women’s desk will be opened in every police station, and an anti-Romeo squad will be formed in every district.For speedy resolution of sexual harassment cases, the BJP has promised to form fast-track courts.The Congress has also promised Rs 10,000 per head for women head of households while the BJP has announced Lado Protsahan Yojana that it will provide a savings bond of Rs 2 lakh for a girl child.LPG cylindersIn order to counter the Congress on cheaper LPG cylinders the BJP has promised to provide them at Rs 450 to Ujjwala Yojana beneficiaries.The Congress in its manifesto has said that while the state government at present provides cylinders at Rs 500 they will decrease it further to Rs 400 if voted to power.It said that it will extend “the country’s most affordable LPG cylinder scheme, priced at Rs 500, to families under the NFSA (National Food Security Act) and BPL (Below Poverty Line) categories” and commit to further reduce the cost of gas cylinders to Rs 400 for Ujjwala, NFSA, and BPL families in the future.Youth and employmentThe Congress has promised 10 lakh employment opportunities including 4 lakh in the government sector while the BJP has promised to provide 2.5 lakh government jobs in five years.The Congress has also promised a new scheme for the recruitment of youngsters at the panchayat level, gradually merging with government vacancies. Photo: Facebook/Upen Yadav.In comparison, the BJP has promised 2.5 lakh jobs in the next five years.For the youth it has promised to set up a Rajasthan Institute of Medical Sciences and Rajasthan Institute of Technology – modelled on AIIMS and IITs – in each division, among several other measures.For rural jobs the Congress has promised to increase employment under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) to 150 days of guaranteed work from 125 days.EducationThe Congress has promised free English medium education to girls and boys and to bring an education guarantee law in the state and provide free education till class 12 as opposed to class 8 under RTE (Right to Education). It has also promised to provide first-year students of government colleges with a free laptop/tablet upon admissionThe BJP has promised free education from KG to PG to poor families and annual assistance of Rs 12,000 for students of poor families to purchase school bags, books and uniforms.It has also promised Free Scooty Scheme, arrangements will be made to give free scooty to meritorious girl students after passing class 12th.The Congress government already operates a scheme in the state to provide scooters to students under the Kalibai Bhil Medhavi Chhatra Scooty Yojana to meritorious girl students.HealthThe Congress has promised to double the coverage under its flagship health insurance scheme-the Mukhyamantri Nishulk Chiranjeevi Swasthya Bima Yojana from Rs 25 lakh to Rs 50 lakh annually.Under the scheme it has also promised to increase the facilities under free OPD/IPD in government medical institutions at the district and block level and include IVF in a bid to recognise “the profound emotional and social challenges faced by couples deprived of the joy of parenthood.”The BJP on the other hand has promised an investment of Rs 40,000 crore through the Bhamashah Health Infrastructure Mission and appointment of 15,000 doctors and 20,000 paramedical staff. It has also promised to set up 350 Jan Aushadi Kendras and at least one medical college in each district.Caste census, hate speech and Anti-Bharat cellsThe Congress has promised to conduct a caste census to “to accurately determine population and allocate benefits for informed decisions on affirmative action.”It has also promised stringent measures against hate speech. The party has promised to “implement and enforce stringent legal measures to address and penalise individuals engaged in hate speech.”The BJP on the other hand has promised to set up anti-Bharat sleeper cells and special police cells to tackle such cells along with establishing an anti-Gangster task force to stop gang wars in the state.Other promisesThe Congress has also promised a law to implement the old pension scheme and amending the Gig Workers Welfare Act to include auto and taxi drivers. In addition an Accountability and Auto Service Delivery Act has also been announced for “good governance”.It has also announced the Vyapari Credit Card Scheme on the lines of the Kisan Credit Card Scheme, to provide interest-free loans up to Rs 5 lakh to small traders, shopkeepers and young entrepreneurs.The BJP, meanwhile, has promised to set up the Rajasthan Economic Revival Task Force for the revival of the state economy and make Jaipur, Udaipur, Kota, Ajmer, Bharatpur, Jodhpur and Bikaner smart cities.
