New Delhi: Delhi Police, which filed a non-cognisable report (NCR) against Deputy Chief Minister and PWD Minister Parvesh Verma over the minister allegedly slapping a 22-year-old Aam Aadmi Party (AAP) worker on Sunday (September 27), has now lodged an FIR against AAP MLA Jarnail Singh, who was present when the slapping incident occurred and later returned to the site with party leaders and workers. The FIR filed on Tuesday (September 29) also names AAP leader Saurabh Bharadwaj and other party workers. Reports said the FIR relates to an alleged assault on a Delhi Police head constable who was video-recording their protest at the site of the Sunday incident in West Delhi’s Tilak Nagar. The constable was reportedly not in uniform at the time. The tally of complaints filed by both sides is now up to six – two of these were filed by BJP workers on Monday, alleging that Verma had been mistreated during the Sunday confrontation. One relates to Sahib Singh, an AAP worker, saying Parvesh Verma slapped him. Two of them are complaints filed by a construction company and a Public Works Department (PWD) official against Jarnail Singh. In a video message after the incident on Sunday, Verma had said that a complaint had been against Jarnail Singh by a PWD engineer because the AAP MLA had “obstructed a public servant on duty”. Reports also said that a complaint was filed against Jarnail Singh by a private road contractor, C.P. Arora Private Limited, claiming that the MLA had demanded Rs 50 lakh and threatened him.On Sunday, Jarnail Singh was at the site of a newly-inaugurated road in West Delhi’s Tilak Nagar. For a few days prior, he had been pointing out that this road was in poor condition. Parvesh Verma came to inspect the site on Sunday.Sahib Singh was live-streaming Verma’s inspection of the road when Jarnail Singh reportedly pulled up portions of its surface and said that it was “peeling like a carpet”. A video recording shows Verma reaching for Sahib Singh’s phone before slapping him.“Oye, maar kaise raha hai (How dare you hit),” a man is heard saying in the video.“When I showed him how the entire road surface was peeling off like a carpet, instead of taking action, he slapped the person who was recording the incident and fled the scene,” Jarnail Singh was cited as saying by the Indian Express. He said the SHO of Vikaspuri Police Station was present when this incident occurred.Sahib Singh subsequently filed his complaint (the NCR) against the minister. It records Section 115 of the Bharatiya Nyaya Sanhita, relating to voluntarily causing hurt. There are now two FIRs against Jarnail Singh. The earlier one, filed on September 28, alleges that the MLA and his associates obstructed officials carrying out their duties and interfered with the road project.Verma also claimed in his video that Jarnail Singh was pressuring PWD officials over the road contract and that one of the workers accompanying the MLA abused his family, and that he reacted in the heat of the moment.Jarnail Singh has rejected the allegations against him.As per reports citing Delhi Police, Sahib Singh is separately out on bail in connection with a June case involving the alleged assault of an MCD employee.
