New Delhi: The Congress has announced national campaigns on paper leaks and the serious allegations of “chanda chori” or theft of temple donations at Ayodhya after the four-hour long meeting of the Congress Working Committee (CWC) on August 19 (Wednesday).The Congress president Mallikarjun Kharge also announced that the four Congress-ruled states had been asked to prepare reports on reforms needed in their education and examination systems. The chief ministers have been asked to submit the reports to the party president within a month.ChinaThe Modi government’s foreign policy, alleged Chinese incursions in Arunachal Pradesh, also came under scrutiny. The Congress accused the Modi government of a “surrender policy” and called for greater accountability over the issue.The resolution cites “local fact-finding reports, PLA personnel have effectively prevented Indian forces from accessing key patrolling points and conducting patrols, while continuing to encroach upon grazing and usage areas traditionally accessed by Indian citizens along the LAC. Despite this, the Prime Minister, Home Minister and Defence Minister have maintained a mysterious silence on this serious matter.”This, the party said, “is a painful reminder of the clean chit Prime Minister Modi openly gave China after Galwan in June 2020, when, amid similar restrictions on Indian troops’ access to the area, 20 Indian soldiers were martyred. The irony is stark: the government talks about showing China a “laal aankh“, while the ground reality makes Prime Minister Modi appear cowardly in defending India’s territorial integrity – even as his economic policies are widening the trade deficit with China and, in effect, financing the very aggression it is his duty to prevent.”Students in focusThe party’s and more specifically, leader of opposition in the Lok Sabha, Rahul Gandhi’s “Chhatron Ki Goonj” programme, which raises issues impacting students, would be held across 800 cities. Sessions have already been held in Kota, Dehradun and Prayagraj. The session in Pune on Saturday, will be focussed on women students and problems of younger women. Rahul Gandhi is scheduled to address the gathering.AyodhyaThe Congress said it would take the “chanda chori” issue to the grassroots, directing its Pradesh Congress Committees to raise it at the village and panchayat levels.“The CWC is deeply distressed by the plight of our youth,” the resolution reads, alleging that the government had used force against student movements and restricted dissent.The party said the Monsoon Session of Parliament was a “success” for the Opposition. The party said opposition parties had jointly raised issues that put the government on the defensive.In his opening remarks, Kharge accused the Modi government of “destroying” the future of students and said the Congress would formulate an “Education-to-Employment Roadmap”.The CWC reiterated its demand for the immediate implementation of women’s reservation and for the current strength of the Lok Sabha to remain frozen at 543 seats for another 25 years. The party said it demands one-third reservation for women to be implemented from the 2029 Lok Sabha elections while retaining the present allocation of seats among states during the proposed freeze.The CWC also reiterated its “concern over E20’s lower mileage, compatibility risks and the loss of consumer choice. Additionally, concerns over fuel contamination and the environmental costs of diverting sugarcane and maize to fuel that remain unresolved demand urgent attention and speedy redressal.”Vande MataramThe apex decision-making body of the Congress also decided that only the first two stanzas of Vande Mataram will be sung at its ceremonies, as they have always been since the 1937 Congress session and in independent India since 1950. “There is no confusion on that,” Venugopal told reporters, referring to the resolution adopted by the Congress in 1937.He said the decision reflected the position taken by the party’s leadership then, including Mahatma Gandhi, Jawaharlal Nehru, Rabindranath Tagore, Subhas Chandra Bose and Sardar Patel.Venugopal said Vande Mataram and the National Anthem were “emotional” issues for the Congress, whereas the BJP treated them as “political matters.”Congress general secretary Jairam Ramesh also demanded an apology from Prime Minister Narendra Modi over the alleged “shuddhikaran (purification)” incident in Uttarakhand following Kharge’s programme there.In addition, Kharge questioned Modi’s silence over allegations concerning donations to the Ram temple.
