New Delhi: The Lok Sabha secretariat on Wednesday (November 12) announced the formation of a 31-member joint parliamentary committee (JPC) headed by Bharatiya Janata Party (BJP) MP Aparajita Sarangi to examine the three Bills on the removal of the prime minister, chief minister and ministers arrested under serious criminal charges for 30 days.The JPC includes 15 MPs from the BJP, 11 from National Democratic Alliance (NDA) allies, four from the opposition. Notably, NCP (SP)’s Supriya Sule is the only INDIA bloc MP in the JPC. Other opposition MPs who are part of the JPC include All India Majlis-e-Ittehadul Muslimeen (AIMIM)’s Asaduddin Owaisi, Shiromani Akali Dal (SAD)’s Harsimrat Kaur Badal and Yuvajana Sramika Rythu Congress Party (YSRCP)’s S. Calling this a Joint Parliamentary Committee is a mockery — when the Joint Opposition representing the majority of Indians is absent,” he said.“340 MPs have boycotted because this government formed the JPC without consensus or parliamentary ethics. History will remember this as the day BJP tried to formally erase democracy,” Tagore added.On August 20, Union home minister Amit Shah introduced the Constitution (130th Amendment) Bill, 2025; The Government of Union Territories (Amendment) Bill, 2025; and The Jammu and Kashmir Reorganisation (Amendment) Bill 2025 in the Lok Sabha. The three Bills, which were opposed at the introduction stage by the opposition, were sent to a JPC.The constitutional amendment Bill, if passed, will give additional powers to the Union government to remove a chief minister or anyone in their cabinet if they are detained in jail for 30 days, even if not convicted. Soon after the introduction of the Bills, opposition members in the Lok Sabha opposed the legislation and said that the Bills make way for a “police state,” violate due process, open doors for political misuse and target opposition-ruled states. In identical statements of reasons and objects the Bills state: “A Minister, who is facing allegations of serious criminal offences, arrested and detained in custody, may thwart or hinder the canons of constitutional morality and principles of good governance and eventually diminish the constitutional trust reposed by people in him.”
