The Wire's ranking system -- which gives a score that ranges from 0 points to 10 points -- is based on two primary factors. One, if any steps have been taken by the BJP-led Centre to fulfill a promise. And two, how well that promise has been fulfilled. The scores are not dependent on anything broader than exactly what is mentioned, not even on the desirability of the specific measure.
A general rule of thumb with regard to the scoring: Any policy or measure that has been fulfilled at some level is given 4 points automatically. The other 6 points are given depending on how well the implementation has been done.
