New Delhi: The Government Railway Police (GRP) has decided to include provisions pertaining to inciting communal disharmony against RPF constable Chetan Singh, who killed three Muslim passengers and an assistant sub-inspector, on a train.The incident took place on the Jaipur Mumbai Superfast Express train on July 31.The three civilian victims have been identified as Abdul Qadirbhai Mohammed Hussain Bhanpurwala, Akhtar Abbas Ali, and Sadar Mohammed Hussain.This marks the first instance where the agency is considering the communal aspects of this case.A purported video of Chetan Singh speaking to passengers while standing over one of his victim’s bloodied body went viral on social media in which the RPF constable says:“Pakistan se operate hue hain, tumhari media, yahi media coverage dikha rahi hai hai, pata chal raha hai unko, sab pata chal raha hai, inke aaqa hai wahan… Agar vote dena hai, agar Hindustan me rehna hai, toh mai kehta hoon, Modi aur Yogi, ye do hain, aur aapke Thackeray.”(‘They operate from Pakistan, this is what the media of the country is showing, they have found out, they know everything, their leaders are there… If you want to vote, if you want to live in India, then I say, Modi and Yogi, these are the two, and your Thackeray’)Officials told the Times of India that the videos had been sent for authentication to rule out any possibility of morphing or audio manipulation. After their authenticity was confirmed, a decision was made to add provisions related to communal disharmony.Earlier, the remand copy, as reported by The Wire, entirely focussed on Singh’s “mental illness” and indicated that his unstable mind led him to take the extreme step. It didn’t mention that the videos clearly showed his communally charged speech.The police have charged him with Section 302 of the Indian Penal Code (IPC) for murder, under sections of the Arms Act and the Indian Railways Act. Crucial sections like 153 A, 153B, 295 A, and 505 of the IPC that specifically look at hate crimes and communally charged offences are missing from the FIR, The Wire reported.
