New Delhi: Even as the Delhi Police is yet to file a first information report (FIR) into allegations by journalists of sexual assault against an assistant commissioner of police (ACP), reports on the arrest of a journalist over the alleged circulation of a video depicting the officer sexually assaulting a woman say the police is probing whether it was part of a “larger conspiracy.”The police has claimed that the video, which depicts ACP Vivek Bhagat allegedly sexually assaulting a woman during the October 3 protest at Jantar Mantar in Delhi, is AI-generated and “falsely portrays” the officer in a “bad light”. It has also alleged that the video was manipulated to make it appear as CCTV footage.Sachin Sharma, deputy commissioner of the Delhi Police, told the Telegraph that the accused, identified as 24-year-old independent journalist Nadeem Ahmed Ameen, was arrested on Monday, October 5, from Haryana’s Mewat region.His arrest was reported by The Wire on Tuesday (October 6).The police has alleged that Bhagat’s name, photograph and designation were displayed alongside the video, purportedly suggesting that he was the officer shown in the footage.“We recovered a mobile phone allegedly used to circulate the video. The accused works as an independent journalist and operates an Instagram news account, News Aina Today,” Sharma told the Telegraph.The police has also claimed that an investigation into whether the incident is part of a broader conspiracy is underway.“An investigation is in progress to ascertain his source of funding and to verify if any larger pre-planned conspiracy was hatched to spread instigation and anarchy during the said protest,” the DCP said.The caseAs per the Telegram report, a case was filed on October 4 after the cyber team of the Delhi Police came across certain Instagram and Facebook reels during what they described as “police monitoring of social media.”The video in question allegedly shows a person dressed in police uniform sexually assaulting a woman protester, with Bhagat’s identifying details displayed alongside it. The police traced the video to an Instagram handle, “@news_aaina0776,” which they allege is operated by Ameen.“On examination, the Instagram account was found logged in on the said device,” said Sharma. He added that they also found photographs and other content related to the video in the phone’s gallery.The Instagram account reportedly had over 24,000 followers when the reel was posted.The police has not publicly established who created the video or how widely it was circulated. A probe into whether others were involved is also being carried out.Body cams issued to police amid protestsThe arrest comes amid a series of allegations of police misconduct, sexual harassment, assault and other excesses during protests against Chief Election Commissioner Gyanesh Kumar.According to the Telegraph, body-worn cameras have been issued to Delhi police personnel deployed at and around focal protest sites.A senior police officer told the newspaper that footage from body cams would help maintain “real-time video records of events and interactions between cops and protesters,” serving as evidence in case there are further allegations of sexual assault or police brutality.Bhagat is among the police officers accused of sexually assaulting or manhandling protesters and journalists during the recent protests.No FIR has been filed against Bhagat, even though the Delhi Police has claimed that the matter has been submitted for inquiry. Rather it has since arrested, and then released, the woman journalist who had accused him of sexual assault during the October 3 protest and even conferred a temporary promotion upon him before rescinding it.
