New Delhi: The Supreme Court will hear a petition requesting that appeals filed by deleted voters in the tribunals of Kolkata and Howrah municipalities be prioritised in the view of November civic elections. These appeals have been filed by the lakhs who have been left out of the rolls as a result of the special intensive revision conducted by the Election Commission – the subject of nationwide protests at this point. On October 16, the court will consider whether appellants can be allowed to vote for the upcoming municipal elections.A bench of Chief Justice of India (CJI) Surya Kant and Justices Joymalya Bagchi and V. Mohana advanced the hearing today. Senior Advocate Gopal Sankaranarayanan and advocate Prashant Bhushan mentioned the matter before CJI Surya Kant seeking urgent listing. The CJI said that the matter can be taken up on October 29, but Sankaranarayanan said, according to LiveLaw that it might be too late, as the municipal elections are likely to be notified mid-November.“We have already missed the by-elections; now will miss the municipal elections also,” the senior counsel submitted, according to LiveLaw.Bhushan informed the bench that nearly 1.70 lakh appeals are pending in the tribunals from these two municipal constituencies.Bar and Bench notes that the court also discussed prioritising appeals seeking inclusion in the electoral rolls over those seeking deletion of voters.“There are two priorities we are contemplating. One is that appeals filed by persons seeking deletion of voters can be pushed back and taken up at the last stage,” said CJI Kant. The Wire has reported exclusively how the Election Commission’s own data shows that Bengal’s voter-deletion requests were processed faster and succeeded far more often than inclusion claims. The Wire has also reported how more than 16 lakh appeals seeking the removal of voters cleared during West Bengal’s SIR were generated through bulk updates, and were not individually filed by officers. For our full coverage on the SIR and the issues it has brought to citizens, click here.
