New Delhi: Nearly 16.4% of the electorate in Haryana and 10.8% in Andhra Pradesh have been excluded in the draft voter rolls published Friday as part of Phase 3 of Special Intensive Revision or SIR in these states, according to a news report by Times of India.33.8 lakh names deleted in HaryanaPer the report, the total number of electors in Haryana’s draft roll was 83.6% of 2.1 crore at the start of SIR on May 14. As many as 33.8 lakh names have been deleted from the draft rolls resulting in the electorate now amounting to 1.7 crore.The deletions in the enumeration phase are due to booth-level officers listing 3.7% (7.7 lakh) as dead; 11.7% (24.1 lakh) as permanently shifted; and 1% (2 lakh) as having been enrolled at more than one place.44.9 lakh names excluded in Andhra PradeshMeanwhile, the draft roll for Andhra Pradesh, also published Friday, lists a total of 3.7 crore electors. As many as 44.9 lakh voters have been deleted from the roll. Of the initial 4.2 crore voters enrolled in Andhra Pradesh at the start of the SIR, 89.2% submitted their enumeration forms while 3.7% were marked dead, 5.3% permanently shifted, absent or untraceable, and 1.8% enrolled at multiple places.The TOI report quoted the Chief Electoral Officers of both states — Vivek Yadav in Andhra Pradesh and A. Srinivas in Haryana — as saying that the non-collection of 10.6% and 16.4% enumeration forms in Andhra Pradesh and Haryana was due to the corresponding electors having enrolled in another state or UT, not being found by BLOs, not having submitted the form within the deadline (July 24), or not willing to register as an elector.Genuine electors can still be added back in the electoral rolls during the claims and objections period from July 31 to Aug 30, by filling up Form 6, along with the prescribed declaration form.Date change for final publication of Odisha, Telangana SIRs The Election Commission published the draft roll of the SIR for Odisha on July 5 and had announced that the period for filing claims and objections would be from July 5 to August 4. This has now been extended to August 19, per the instruction of the Election Commission of India in an order dated July 31. The notice phase, or the period for disposal of claims and objections in the state will be from July 5 to September 17. The final publication of the Odisha SIR will be on September 21. Similarly, the period for filing claims and objections regarding the SIR in Telangana will now be from August 17 to September 16, while the disposal of claims and objections will extend till October 15. The final publication of the Telangana SIR will be on October 19.
