New Delhi: Around 15 personnel from the Special Cell of the Delhi Police were detained by the Himachal Pradesh Police at the Shoghi police post on the Chandigarh-Shimla highway late Wednesday night (February 25), following a confrontation between the two forces.The Himachal Pradesh Police alleged that a Delhi Police team had abducted three individuals from Shimla district in connection with the shirtless protest organised by the Indian Youth Congress (IYC) during the AI Impact Summit in Delhi on February 20. The three, identified as IYC members, were picked up before dawn and were being taken to Delhi, the Indian Express reported.Delhi Police sources quoted anonymously by the paper said that the team had detained the suspects and attempted to present them before a local court in Shimla to obtain transit remand. “At the court, our team was informed that court staff were not available for the legal process. The local (Himachal) police kept the Delhi Police officers confined for hours. They were asked to show a copy of the FIR (against the accused) and permission from a court to carry out the operation,” a Delhi Police source told the paper.While the sources from the Delhi police claimed that the team had been allowed to leave but stopped again at the Shoghi police post, HP police has alleged that the Delhi team left the court premises around 7:30 pm despite being asked not to leave. They were subsequently stopped at the Shoghi barrier in Shimla around 8 pm, a senior HP police officer told the paper.The Delhi team was then informed that a kidnapping case had been registered against them.In a statement issued late Wednesday, the Shimla Police said an FIR had been lodged at Chirgaon police station. The statement said 15 to 20 unidentified individuals in plain clothes arrived in vehicles and allegedly took away three guests staying at a resort in the Mandli area of Chirgaon. It added that a Thar vehicle belonging to the guests was also taken and that DVRs from CCTV cameras at Chanshal Resort were removed without a seizure memo or receipt.Himachal Police sources said there was an argument at the Shoghi barrier between ACP Vikram of the Delhi police and local officers. They said the ACP was informed that an FIR had been registered and that the team could not leave without joining the investigation, while he maintained that procedures had been followed.ACP Vikram told the paper, “I don’t know in what capacity the Himachal Police detained us. Two of the three suspects were directly involved in the shirtless protest, while one of them was involved in the conspiracy.”The Delhi Police had earlier arrested eight people, including IYC president Uday Bhanu Chib, in connection with the protest at Bharat Mandapam.
