New Delhi: Lok Sabha Speaker Om Birla has directed Lok Sabha Secretary General Utpal Kumar Singh to examine a notice served by the opposition for moving a resolution to remove him from office.As many as 118 opposition MPs today (February 10) submitted a notice for moving a resolution to remove Birla from office for a number of reasons.The MPs have cited “the blatantly partisan manner in which he has been conducting the business of the Lok Sabha.”“On several occasions, Leaders of Opposition Parties have just not been allowed to speak, which is their basic democratic right in Parliament,” they have said.The MPs noted how on February 2, Rahul Gandhi, Leader of the Opposition in the Lok Sabha, was not allowed to complete his speech on the Motion of Thanks to the President’s Address. “This is not an isolated instance. The Leader of the Opposition in the Lok Sabha is almost invariably not allowed to speak,” they wrote.The MPs also cited Speaker Birla’s decision to suspend eight MPs, a move which they called “arbitrary”, saying that they were “being penalised merely for exercising their democratic rights.”The MPs wrote how on 4 February, a Bharatiya Janata Party MP “was permitted to make wholly objectionable and personalised attacks on two former Prime Ministers without being reprimanded even once for disregarding established conventions and norms of propriety. In spite of our request, no action has been taken against this particular Member of Parliament, who is a habitual offender.” The MP was most likely Nishikant Dubey, who referred to the Nehru family’s alleged debauchery and spoke about a book on Edwina Mountbatten and Nehru.The MPs also noted their objection to Speaker Birla’s observation after the adoption of the Motion of Thanks on the President’s Address through a voice note.“The aforementioned remarks cast blatantly false allegations against the Members of the Indian National Congress and are derogatory in nature,” the notice read.The opposition MPs added that they were “pained and anguished at the manner in which he has consistently prevented Opposition Members of Parliament from raising issues of legitimate public concern”.The Press Trust of India has quoted unnamed sources as having said that Birla has directed the secretary general to examine the notice and take appropriate action.Congress MP and chief whip K. Suresh submitted the notice to the Lok Sabha secretariat on behalf of several opposition parties, including Samajwadi Party and DMK.
