New Delhi: The Delhi government official who is accused of impregnating his deceased friend’s minor daughter has told the court that he had a vasectomy in 2005. He has been made to take several tests following his claim.“To verify his allegations, he was taken to Lok Nayak Hospital (on Tuesday), where he underwent a series of medical tests. These included a potency test, surgical manual examination, and semen analysis,” Indian Express quoted an official involved in the investigation of the case.While a potency test, which is a procedural test, is done in rape cases to ascertain if the accused is capable of engaging in sexual acts, a surgical manual examination is carried out to confirm if the vasectomy was done or not. On the other hand, semen analysis is carried out to check for fertility.The official said that the victim’s statement was recorded as per Section 164 of the Code of Criminal Procedure (CrPC) to verify her allegations as well as to know the sequence of events. The minor is being counselled, the officer added.The accused, Premoday Khakha, an official in the Delhi government’s Women and Child Development (WCD) department, was sent to a 14-day judicial custody along with his wife Seema Rani on Wednesday, August 23.As per the first information report (FIR), the girl began to live with the accused, whom she referred to as uncle, following the death of her father. The girl said that she moved along with her mother to live with her uncle and his wife, as they were “depressed” due to her father’s death.“I went to my uncle’s house after the (father’s) death to divert my mind and started attending online classes from there. From November 2020 to January 2021, uncle raped me… aunty was strict and would hit me when I would score less marks. The last time he sexually assaulted me was in January 2021 and then I missed my period. Aunty said that they will get an abortion done since it’s the first month… I didn’t tell my mother anything, thinking she wouldn’t believe (me).”In the coming days, the police will question the family of the accused and their friends and neighbours. The police so far have prepared a list of 10 witnesses in the case.
