New Delhi: The Union home ministry on October 9 asked all governments of states and Union Territories to work with the Delhi Police and “take preventive steps” to stop protesters from moving towards the national capital today, The Hindu reports. The news of this communication comes amidst extraordinary steps by the authorities in Delhi to prevent a planned protest at Jantar Mantar to call for the resignation of the Chief Election Commissioner Gyanesh Kumar.Police have shut down the internet and Metros, cancelled hundreds of trains, detained student and youth leaders, made house visits and shut off roadways.In a communication to Chief Secretaries and Directors General of Police, Union home secretary Govind Mohan claimed there are “grave law and order and public order implications” of the proposed protest today, the newspaper report says.The impacts of this order is evident, with reports of detentions and house arrests of young leaders across India. Indian Express reports that at least 1,000 people were detained overnight in the capital ahead of the protest. As of 12:30 am today, around 250 of these detainees were from Delhi’s South East district, particularly from areas around Shaheen Bagh, which was the centre of the anti-CAA protests of 2020, a police source told the paper.The letter reported on by the Hindu noted that Delhi Police had rejected the CJP’s request to hold the gathering. It also cited what it described as a “documented history of non-compliance with lawful directions” by the CJP and its supporting organisations during previous mobilisations. The July protests that culminated in Union education minister Dharmendra Pradhan’s resignation show extraordinary brutality by Delhi Police, who lathicharged, chased, dragged, beat and used pellet guns on protesters.According to the communication, as reported by the Hindu, earlier protests involving participants travelling from different states had “caused significant disruptions to public order and damage to public property.”The communication stated that intelligence inputs suggested the CJP and its supporters planned to defy the prohibition order and attempt to enter Delhi from various States and Union Territories despite the restrictions in place.
