New Delhi: Manohar Singh Gill, who served as India’s chief election commissioner from 1996 to 2001, passed away on Sunday, October 15 at Max Hospital in South Delhi’s Saket. He was 87.Gill, an Indian Administrative Services (IAS) officer from the Punjab cadre, was elected to the Rajya Sabha on a Congress ticket in 2004 and served two terms until 2016. He served as the minister of youth affairs and sports and minister of statistics and programme implementation under the Congress government.He served as the agriculture secretary of Punjab in the 1980s, he authored several books. He was awarded the Padma Vibhushan, India’s second-highest civilian honour, in 2000.
