New Delhi: After much furore and confusion, the Election Commission (EC) on Friday released the list of 33 lakh voters who are being handed notices under the ongoing special intensive revision (SIR). This comes as the exercise has been marred by a lack of transparency – something that continues to persist as the EC has highlighted 19.33 lakh citizens for “logical discrepancies”, the criteria for which still remains unknown.On Saturday (September 19), the Voter Adhikar Manch, a citizens’ group, met with Delhi’s chief electoral officer (CEO) Ashok Kumar and shared a list of demands and concerns that continue to plague the revision exercise.This included an extension of the SIR deadline by two months, owing to the sheer number of notices and exclusions. Other than the 33 lakh notices generated for individuals found to be ‘unmapped’ to an older benchmark roll or have ‘logical discrepancies’ in their data, 47 lakh people have been excluded from Delhi’s draft list.They have also requested that the content of the notices be made more detailed, as well as specific to each voter, highlighting the rationale behind the deletion or the notice.Moreover, the Voter Adhikar Manch has asked for specialised camps to be set up for marginalised groups – such as transgender people and those affected by demolitions.While the group noted that the EC has now met its demand of releasing the list of 33 lakh voters who are being served notices – incidentally days before the Supreme Court is to hear the issue – it also asked the CEO to make this list searchable by voter ID number.Election Commission has FINALLY published the list of 33 lakh voters who are being served notices under the Delhi SIR! The matter was mentioned before the CJI’s bench on Thursday and the Court agreed to hear it on 22nd Sept.Check the list on the CEO Delhi website to see if a notice has been issued to you.However the fight for transparency continues – ECI has still NOT disclosed the criteria for flagging voters under the category of “logical discrepancies”. This is critical to prevent arbitrariness.Out of 1.45 crore voters in Delhi, 47 lakh were removed during the SIR enumeration phase. Of the 97 lakh who made it to the draft list, now 33 lakh people have been issued notices for being unmapped or for logical discrepancy.— Anjali Bhardwaj (@AnjaliB_) September 18, 2026Overall, the demands comprise measures that make the workings of the opaque SIR more accessible and publicly available; be it through making the list of names classified as absent, shifted, dead or duplicate (ASDD) available at every polling booth, or by making the reasons for pre-SIR deletions known.This is necessary as the baseline voter list that has been used for the SIR has not been released publicly. The citizens’ collective has demanded that this be done.During its meeting with the CEO on Saturday it also brought up a civil society audit last month finding that hundreds of voters in an area within north-west Delhi’s Mangolpuri who were removed either prior to SIR or placed in the ASDD list were actually alive and living there.Delhi CEO Kumar said he would consider the majority of their demands. Regarding those wrongfully declared dead or absent – who are currently being pushed to fill Form 6, essentially reapplying to as first-time voters – he said they could write to the election registration officer, who can make the correction.
