New Delhi: The Union home ministry has asked the Central Industrial Security Force (CISF) to conduct a survey of the parliament to establish “regular deployment on a comprehensive pattern”, days after a security breach occurred on the premises.According to a report in the Indian Express, the CISF will collaborate with Parliament Security Services to regulate access to both the old and new parliament complex. Currently, visitor frisking is managed by Delhi Police personnel.On December 13, two individuals with smoke cans jumped into the Lok Sabha chamber to stage a protest against rising unemployment, inflation and poverty. They were accompanied by two others who remained outside and yelled slogans like “tanshahi nahi chalegi” and “bharat mata ki jai”. This breach prompted a preliminary probe by a committee, headed by CRPF Director General Anish Dayal Singh, which identified security lapses during visitor frisking. Subsequently, eight security personnel were suspended, the Indian Express reported.In an internal communication, MHA Under Secretary Ashutosh Kumar said, “In-principle approval of the competent authority is conveyed for carrying out the survey of the Parliament premises and its building for regular deployment of CISF – both security wing and fire wing – on comprehensive pattern under Government Building Security (GBS).”The CISF has initiated a joint survey by its Government Building Security unit and fire wing to ascertain the exact number of personnel needed and define the role of each security agency involved in Parliament security.A letter from a DIG-rank officer outlined the constitution of a joint survey board, with Ajay Kumar, DIG, CISF Unit CGBS, New Delhi, as the presiding officer. The board is tasked with conducting the survey in association with representatives of the parliament secretariat.Also read: Pangs Of Unemployment: Why India’s Youth Is Turning To Bhagat SinghThe survey board is directed to submit completed reports for Security and Fire Wing, including information proforma and IFD chart with specific justifications for each duty post.“In pursuance of MHA’s ‘in-principle’ approval, board for conducting joint survey of Parliament premises and its buildings for regular deployment of CISF Security and Fire Wing on comprehensive pattern, as per PSU and fire norms, is hereby constituted with Ajay Kumar, DIG, CISF Unit CGBS, New Delhi as presiding officer. It is requested to detail other members of the joint survey board including an officer with technical expertise. An officer of CISF Fire Wing may also be detailed in consultation with the Fire Directorate. The survey board may be directed to conduct the survey (as per) instructions/ guidelines issued from time to time on conducting surveys in association with representative(s) of the Parliament Secretariat,” the letter said“Duly completed survey reports for Security and Fire Wing with these documents may kindly be submitted to this Directorate at the earliest for further process please; information proforma, and IFD chart with specific justification for each duty post,” it added.
