An important United Nations Environment Programme (UNEP) report that actually talked about the future of the human race got buried in the pile of information and rhetoric in recent days just as AI experts wondered about the possibility of a 10% chance of AI destroying humanity. It tells us a lot about the priorities of the people in charge of our planet today. Makes one wonder, is the prospect of AI destroying everything better than that of nature? We are now aware of the massive potential threat that nature can unleash, as witnessed during the floods in Nepal. For years, scientists have been warning us about crossing the 1.5 degree celsius temperature. That bus has sailed now. The UNEP report confirms that we are indeed living in a world with 1.5 degree celsius now.What the report actually says‘Limiting Overshoot: Navigating Exceedance’ does not mince words. It admits that crossing 1.5°C is now unavoidable. In the best-case scenario, with every country meeting every promise, global temperature will still peak at 1.8°C. In less optimistic pathways, it can go higher. The report’s central demand is not just mitigation but spans to managed retreat: overshoot, peak, and decline. It recommends immediate action: emergency methane cuts, quick and sustainable adaptation, along with loss and damage funds, all at once.If you are still wondering about what difference a 1.5°C can make to the already boiling temperatures across Indian cities, understand this: the average temperature of earth in pre-industrial times averaged 13.7°C. Today it is roughly 14.97°C, about 1.47°C warmer. Think of this as your own average body temperature rising one or two degrees, that would result in a high fever. Now imagine the whole of earth going into a global fever. Every fraction of a degree above 1.5°C translates into risks to health, food, water, cities, and economies. This is not a future problem, it is happening in real time, across the world. We are going to see drier-than-normal conditions and above-normal heat across much of South Asia in the coming months. And with it there is a risk of more mosquito-borne diseases like dengue and malaria, along with severe heat-related illnesses. And the dry spells have only intensified. Marathwada region has not received significant rainfall for the past 42 days, with only 0.1 mm of rain recorded up to the morning of September 11, and a rainfall deficit of 183 mm. Borewells in several parts of Tamil Nadu are failing to yield water even at extreme depths of 800 to 1,000 feet due to severe groundwater depletion, weak monsoons, and over-extraction. Meanwhile, in a recent global ranking of the world’s most climate-resilient cities, Ahmedabad has ranked the last. In short, neither our cities nor our people are ready for the kind of adaptation the climate crisis demands urgently. The question is what can we do? Today Methane is the fastest lever we refuse to pullMethane is 80 times more potent than CO2 over a 20-year window and is responsible for roughly a third of current global warming. India emits about 31 million tonnes of it annually and has a global share of 9% in the total, we are the third-largest emitter after China and the US. The bulk of our methane emissions come from agriculture: livestock, rice cultivation, and crop residue burning. And unfortunately, UNEP notes that India’s climate commitments contain no action plan for agriculture, our single largest methane source. Full global implementation of methane measures could avoid 0.2°C of warming by 2050, prevent 180,000 premature deaths annually, and avert 19 million tonnes of crop losses. So far, 159 countries plus the European Commission, have signed a global methane pledge and have committed to cutting methane by at least 30% from 2020 levels by 2030. India has not signed the pledge. What does adaptation look like for 380 million informal workers in India?Around 380 million Indians, or 38 crore workers, almost three-fourths of the workforce labour in extreme heat conditions. In Delhi alone, an estimated 50 lakh informal workers across 14 occupational categories, from construction workers and street vendors to waste pickers and domestic workers, find no actual relief in the city’s Heat Action Plan. A recent study claimed that India’s GDP is facing at least a 2% loss because of the lost productivity due to heat. Another estimate by Mckinsey says, India’s GDP can reduce by 2.5% to 4.5% by 2030 due to increased heat and humidity. India has taken some steps: heatwaves have been declared a natural disaster, India has unlocked a $30 billion fund to fight climate disasters additionally, a National Heat Resilience Action Plan has launched. But these remain pilots and not policy. Advisories exist but we don’t see real enforcement. For example, recall the single cooling zone opened in Delhi last year to combat heat, for its 50 million workers.No clear plans for the Coal lock-inThe report is blunt that long-lived fossil plants, transport, and industry lock in emissions and make a return below 1.5°C harder. India has already achieved its 50% non-fossil capacity target in 2025. Yet coal still accounts for 71.8% of our electricity generation, while new mines and plants continue to be auctioned. The report is not talking about ‘phase out coal tomorrow’. It is clearly saying, there should be no new plants running in the 2050s without a retirement date, and a just plan for mine-belt workers. How serious India is about the climate crisis is quite evident with its recent participation in mid-year climate negotiations in Bonn, Germany. Oh, the participation was largely online. At the last moment, the travel plans of the delegates to travel to Bonn, were terminated. They were simply asked to attend online. In the same month, the prime minister travelled to France, Slovakia, and Seychelles. Bhavreen Khandari, co-founder of Warrior Moms, a network of Indian mothers demanding clean air for their children makes a gripping point. “The UNEP report makes a compelling point that India can no longer afford to treat clean air as an environmental expense, it is an economic investment. For a country like India, where polluted air is costing lives, productivity and quality of life, the returns from acting are enormous. The report’s 21:1 benefit cost ratio for South Asia shows what we stand to gain, while its findings on Delhi make the cost of delay painfully clear.India has no shortage of policies, programmes or solutions. Our real challenge is implementation, and coordination. Air pollution does not respect departmental, state or city boundaries, yet our responses remain fragmented. Climate, health, transport, energy, agriculture, waste and urban planning must stop working in silos. We need accountable inter agency coordination, stronger enforcement and time bound targets. The ‘hidden asset’ is staring us in the face; every rupee invested in clean air can return through healthier children, fewer hospitalisations, higher productivity, lower climate risks and a stronger economy. India must make clean air a core economic, health and development priority and not treat it as a seasonal emergency.Ask any parent in Delhi what polluted air costs them and you will hear about coughing or asthmatic children, missed school days and sleepless nights, not GDP figures. UNEP has now put the economics behind what citizens experience every day; clean air and climate action can deliver enormous returns. India can benefit hugely, but only if we overcome the coordination failures that keep good policies trapped on paper. We have the solutions. What we need now is joined up action, and urgency.” The silence that speaksAnd then there is what the report does not say. Today there are several wars raging across Iran, Gaza, Ukraine, Sudan, Yemen among others. These generate an estimated 200-300 million tonnes of CO2-equivalent emissions. Yet the impact of these are just clubbed under ‘political action’ or rather inaction. Do these wars not divert the adaptation funds, humanitarian budgets, and political attention that climate action desperately needs? If we can’t talk about the 97% trees, fields and vegetation flattened across Gaza, then what sort of climate adaptation would we do? To be honest, climate action and world peace are two sides of the same coin. Thankfully, the younger generation of climate activists understands this vision! We have all the evidence that we need. Yet, the path towards a sustainable world seems uncomfortable to the political class doing photo-ops in their hyped conferences. Unfortunately, the earth doesn’t have enough time for these reports. The next five years will decide whether we return below 1.5°C or lock in a hotter, crueller world for billions.
