Delhi Police Nabs Serial Child Molester

New Delhi: The Delhi police made a major breakthrough on Sunday by arresting a man who has confessed to sexually abusing minors for the last 12 years.

Sunil Rastogi, a 38-year-old tailor based in New Delhi’s Ashok Nagar, was initially arrested in relation to a case involving the kidnapping of two minor girls that was registered on January 10. However, once arrested, Rastogi confessed to the police that he has been molesting children, mostly young girls between the ages of seven and 10, for the last 12 years.

Omvir Bishnoi, deputy chief of police (DCP) East Delhi, told the Financial Express, “The accused told police that he used to target minor girls. Whenever he would find any minor girl going to home from school, he used to mislead her on the pretext that her father had sent some clothes or some other articles to give her and take her to an isolated place.”

Bishnoi added that Rastogi is now being investigated for his involvement in 12 such cases, according to India Today.

Preliminary investigation has also revealed that this is not the first time Rastogi has been caught for sexually abusing minors. According to the Financial Express, he was beaten up by locals for assaulting his neighbour’s daughter in Mayur Vihar in 2004. According to CNN News 18, Rastogi spent six months in prison in Uttarakhand in 2006 for a similar crime.

How Rastogi was caught

The Financial Express reported that Ashok Nagar police found Rastogi while acting on two kidnapping complaints that were registered at the police station on January 10. The complainants both alleged that a man intercepted their daughters, aged ten and nine, and led them to the stairs of a nearby building but ran away when the girls raised an alarm.

The pattern in these complaints matched one that was registered on December 13. Bishnoi told Financial Express that “sections 376 (Punishment for rape) and 506 (Punishment for criminal intimidation) of IPC and section 6 of Protection of Children from Sexual Offences Act (POCSO) Act was registered on the statement of a minor girl.”

Using CCTV footage from places where all three incidents took place, the police narrowed down to Rastogi. A team led by inspector C.R. Meena, the SHO at the Ashok Nagar station and ACP Rahul Alwal from Kalyanpuri was successful in nabbing the paedophile, who later confessed that he has assaulted girls in “New Ashok Nagar, Delhi, Ghaziabad (Uttar Pradesh), and Rudrapur (Uttarakhand).”

Rastogi’s three daughters – he is married with five children – are currently undergoing counselling to determine if they too were assaulted by him.

The New Indian Express has reported that a Delhi court has sentenced Rastogi to judicial custody for 14 days.
